PRESIDENT JONATHAN CONDOLES ADMIRAL AKHIGBE'S FAMILY

On behalf of himself, the Federal Government and people of Nigeria, President Goodluck Jonathan extends sincere condolences to the wife, children and relatives of the former Chief of General Staff, Vice Admiral Mike Akhigbe (rtd.) who passed away yesterday.

President Jonathan also commiserates with officers and men of the Nigerian Navy which Vice Admiral Akhigbe once led as Chief of Naval Staff, as well  as the government and people of his home state, Edo on the passage of the very courageous officer  who patriotically served his nation to the best of his God-given abilities through-out  a most distinguished career in the Nigerian Armed Forces.

The President joins Vice Admiral Akhigbe's family, colleagues and subordinates in the Nigerian Navy, friends, associates and all who knew him in mourning the former Chief of General Staff.

While Vice Admiral Akhigbe may have left the world of the living, President Jonathan believes that he will live on forever in the hearts and minds of all whose lives he touched positively during his long and remarkable career of national service in military commands and in the political offices he held as a military officer.

The President believes that Vice Admiral Akhigbe will be especially remembered and honoured by present and future generations for serving with distinction as military governor of Lagos and Ondo States, and as Chief of General Staff in the military administration that mid-wifed the present democratic dispensation in Nigeria and began the commendable re-professionalization of the Nigerian Armed Forces after decades of involvement in politics.

He prays that God Almighty will comfort all who mourn Vice Admiral Akhigbe and grant his soul eternal rest.

PRESIDENT JONATHAN AND ISRAELI COUNTERPART PLEDGE UNITED FRONT AGAINST TERRORISM

President Goodluck Jonathan pledged Monday in Jerusalem that his Administration will continue to actively combat the menace of terrorism in partnership with all peace-loving countries of the world.

Speaking at a meeting with President Shimon Peres of Israel, President Jonathan said that Nigeria will welcome enhanced cooperation and assistance from Israel for its ongoing efforts to end terrorist attacks and incursions in parts of the country.

"Combating the menace of terrorism is a challenge that we must address in partnership with all peace loving countries and peoples of the world.
 
"I seek the cooperation of your country to confront the security threat from terrorist groups that my country is now facing.  There is no doubt that Israel has had decades of experience in combating terrorism. Nigeria can benefit tremendously from your experience in this area," President Jonathan told the Israeli President. 

Acknowledging the growing economic relations between Nigeria and Israel, President Jonathan called for greater collaboration between them in other sectors, saying that his administration will also welcome the greater deployment of Israel's renowned expertise in furtherance of Nigeria's agenda for national transformation in areas such as healthcare, agriculture, electric power supply and the management of water resources.

He assured President Peres that his administration will continue to encourage the expansion of trade, economic and cultural relations between Nigeria and Israel, adding that the signing of a Bilateral Air Services Agreement (BASA) between them later in the day, will undoubtedly boost such relations.

In his remarks at the meeting, President Peres said that he was delighted and privileged to have had the opportunity of hosting "the first Nigerian President to visit the state of Israel".
 
"You are a most distinguished pilgrim. In recent years, our relations have extended to many other spheres, and are steadily growing. The relations between Nigeria and Israel are close and long-standing. They are based upon friendship and the shared values of freedom, democracy and faith. Today, we also face common menaces. 

"Nigeria and Israel have been steadfast partners in combating terror groups such as Al Qaeda, Hezbollah and Boko Haram which threaten the regional stability in Western Africa and in the Middle East.

"You have combated the menace of Boko Haram with a steady hand and great courage. The State of Israel too has been fighting terrorism since its establishment. Terrorists all over the world are united in their attempt to destroy hope and unity. Those of us who seek peace and freedom must be united in order to defend our common front.

"Mr. President, you have been a brave leader of a brave country. Marching ahead towards the strengthening of democracy and development. And at the same time, trying to unite your people. The world is watching as Nigeria grows and prospers, achieving its economic and development goals. Your country, Mr. President, is not only a great hope. It is an example and an inspiration for countries around it. A true testament to the strength of the human potential.

"Israel and Nigeria share the belief that the progress we make in our own countries and societies can benefit our neighbors and regions at large. I know that one of highlights of your trip was the signing of the Bilateral Air Services Agreement between Israel and Nigeria. You are a leader who opens the skies for the horizons of tomorrow. Hand in hand,  let us soar along the runway of progress and freedom towards a brighter future," President Peres told President Jonathan.

The BASA was later signed on Nigeria's behalf by the Minister of State (Foreign Affairs), Prof. Viola Onwuliri.
 
President Jonathan met earlier in the day with Israel's Minister of Defence, Mr. Moshe  Ya'alon. He also visited the Holocaust Memorial in Jerusalem where he laid a wreath in the Hall of Remembrance and lit a flame  in honour of the dead. 

The President is scheduled to meet with Israel's Prime Minister, Mr. Benjamin Netanyahu later this evening and will visit the West Bank tomorrow for a scheduled meeting with the President of the Palestinian National Authority, Mr. Mahmoud Abbas.

PRESIDENT JONATHAN CONGRATULATES EAGLETS FOR TOPPING THEIR GROUP AND QUALIFYING FOR KNOCK-OUT STAGES OF UNDER-17 WORLD CUP

President Goodluck Jonathan congratulates the Golden Eaglets of Nigeria on their 5-0 crushing defeat of the Iraqis today in the ongoing FIFA Under-17 World Soccer Championship in the United Arab Emirates.

As the Eaglets progress to the knock-out stages of the Championship as winners of their group, President Jonathan urges them to maintain the exemplary dedication, commitment and resilience they have exhibited thus far in the competition until ultimate victory is achieved.

The President urges the Eaglets and their handlers to prepare very well and hone their acknowledged skills and soccer artistry even further to overcome all their remaining opponents in the competition and bring the Under-17 World Cup back home to Nigeria once again.

PRESIDENT JONATHAN WISHES GENERAL GOWON MANY MORE YEARS OF FULFILLING SERVICE TO THE NATION

President Goodluck Jonathan has written to felicitate with Nigeria's former Head of State, General Yakubu Gowon who will attain the age of 79 tomorrow, Saturday, 19th October 2013. 

In a congratulatory letter to General Gowon, President Jonathan thanked him for his steadfast support for the present administration, and wished him many more years of good health and fulfilling service to the nation.

"As you mark your 79th birthday anniversary, I write to felicitate with you on behalf of my family, the Government and people of the Federal Republic of Nigeria. 

"It is gratifying to note that, your other onerous responsibilities notwithstanding, you have steadfastly demonstrated unwavering support for our Administration and a willingness to readily avail us of your time and wise counsel whenever occasion has demanded.

"I join your family, friends and admirers in praying that Almighty God continues to bless you with robust health and many more years of fulfilling service to our nation and humanity at large," the President wrote.

He wished General Gowon a very happy birthday.

PROTOCOLS
1.            Today, our effort and commitment to work for a greater Nigeria has brought us here for the launch of an Enrolment Exercise for the Issuance of a National Identification Number (NIN). The importance of 'PROOF OF IDENTITY' documentation as a critical social infrastructure for national development cannot be over-emphasised. 

2.            Unfortunately, valuable time and resources expended in the past, at delivering an effective identity platform have been met with limited success. As we recalibrate our efforts, we must avoid the pitfalls of the past, and stay focused on achieving results. This explains why I had set up a Committee chaired by the Vice President, to fashion the modalities required to institute a central demographic database.

3.            The Committee has recommended that the National Identity Management Commission (NIMC) and the National Population Commission (NPC), despite their separate obligations, work more closely, to complement each other and help deliver urgently a comprehensive centralized national database. 

4.            The video we have just seen is a commendable proof that this harmonization and integration programme is in progress. 

5.            Distinguished ladies and gentlemen, Nigeria cannot be an exception to the global trend towards Identity Management and Centralised National Identity Database. Already, there is a growing quest for specific databases and identity verification by several government institutions and private sector organizations in our country. 

6.            Aside from being unwieldy, the cost of operating multiple discordant databases and infrastructure is unsustainable.  Government cannot afford the continued proliferation of data capture activities. The proliferation does not grant any advantage in efficiency, neither does it make good economic sense.  

7.            The growing identity verification needs, therefore calls for harmonization and integration of identity databases and the development of a universal service infrastructure. 

8.            To achieve this goal, the National Identity Management Commission should ensure that by December 31, 2014 all persons eligible for registration as provided for in Section 16 of the National Identity Management Commission (NIMC) Act No. 23, of 2007 are enrolled into the National Identity Database. By this same date, all government agencies requiring identity verification and authentication services or involved in data capture activities must align their activities with a view to switching over to the NIMC infrastructure. 

9.            The Secretary to the Government of the Federation and the Federal Ministry of Finance must ensure that these objectives, which are aimed at streamlining biometrically-linked databases and optimizing scarce resources, are accomplished on record time. 

10.       While Government remains committed to the accelerated development of the National Identity Management System (NIMS), the private sector must also rise up to its role. Corporate operators must seize the unique opportunities provided by the Concession Agreement, to make investments in the Scheme. 

11.       Private sector participation would mean extended optimization of resources typically devoted to addressing issues of PROOF OF IDENTITY across the nation. It would also mean seamless integration and use of a common facility for identity verification and authentication, in both the public and private sectors. 

12.       Distinguished ladies and gentlemen, if the work of law enforcement officers is to be enhanced; if consumer credit is to be accessible; if we are to reduce the cost of managing the Naira cash component currently estimated at N192bn per annum; if we are to reduce the amount of currency in circulation currently put at N1.93tn; if we are to achieve a multiple pronged approach to the fight against corruption; and finally, if we are to introduce social security or welfare payments, then we must, first and foremost, establish and verify appropriately, the identities of individuals. 

13.       An ascendable and flexible system that provides for expansion and upgrading in line with technological advances, is a necessary infrastructure that we must be equipped with, to meet our contemporary goals in building our Nation. 

14.       The Management of NIMC must now drive this important project with all the seriousness it deserves. We must move deftly to discount time lost so far, for failure is not an option. 

15.       I am aware of the challenges facing the Commission, especially in recent times, not least from public cynicism and unfavourable perception of the identity sector, stemming from the wasted efforts of the past. 

16.       Today's exercise unmistakably avows Government's intention and reinforced determination to conclude all reforms in this sector by December 31, 2014. 

17.       I believe that the Chairman of the Governing Board and the Management understand that today underlines a new orientation and the process must be sustained in timely tempo. If the slogan - 'ENROL ONCE AND BE IDENTIFIED FOR LIFE' is to be achieved, the process and progress must remain irreversible. 

18.       I commend the Management and Staff of NIMC, for the articulation of this catch-phrase. I also commend you for clarifying the differences between the National Identification Number (NIN) and the National Identity Card, a multipurpose Card. 

19.       Even though both card and number are important components of the National Identity Management System (NIMS) it is important that there's continued education about their varied applications. 

20.       I look forward to the scheduled formal launch/presentation of the National Identity Smart Card. I believe that the assets and experience of this exercise will advance the work of the National Population Commission, especially in its planned biometric Census which is scheduled for 2016. 

21.       Ladies and gentlemen, on this note, it is my  honour and privilege to formally launch the enrolment exercise for the issuance of the NATIONAL IDENTIFICATION NUMBER – remember that "THE NUMBER IS YOUR IDENTITY, ENROL ONCE AND BE IDENTIFIED FOR LIFE."22.

PRESIDENT JONATHAN WELCOMES NIGERIA’S ELECTION TO UN SECURITY COUNCIL

President Goodluck Ebele Jonathan welcomes Nigeria's election today to a non-permanent seat on the United Nations Security Council with a total of 186 out of a possible 193 votes.

On behalf of the Federal Government and people of Nigeria, President Jonathan wishes to convey his sincere appreciation of the support of all member-countries of the United Nations who voted for Nigeria's election to the Security Council.

The President believes that today's endorsement of Nigeria's candidature for the Security Council seat by the vast majority of member-countries is a glowing expression of support and encouragement for Nigeria's active participation in the promotion of  peace, security and political stability in Africa and other parts of the world.

This is the fourth time since it became independent in 1960 that Nigeria is being elected to the UN Security Council. It is also the second time (2010-2011 and 2014-2015) that Nigeria will be elected to the Council under the Jonathan Presidency.

The President is particularly delighted by this historic victory and assures the global community that Nigeria, under his leadership, will continue to make very significant contributions towards the achievement and sustenance of global peace and security.

PRESIDENT JONATHAN MOURNS PROF. OMORUYI

President Goodluck Jonathan has received with sadness news of the death of renowned political scientist and former Deputy Vice Chancellor of the University of Benin, Professor Omo Omoruyi.

President Jonathan commiserates with Prof. Omoruyi's family and the Government and people of Edo State on the loss of the very distinguished academic and illustrious citizen whose contributions to the nation's political development will be long remembered.

President Jonathan believes that Nigerians will always acknowledge and honour the late Professor's significant contributions towards laying an enduring foundation for the current democratic dispensation in the country through the work of the Centre for Democratic Studies which he served as pioneer Director-General.

He joins Prof. Omoruyi's family, relatives, friends and associates in praying for the peaceful repose of the eminent intellectual's soul.

SUPPORT EFFORTS TO STOP THEFT OF NIGERIA’S CRUDE OIL – PRESIDENT JONATHAN URGES EITI

President Goodluck Jonathan Monday in Abuja urged the Extractive Industries Transparency Initiative (EITI) to do more to support efforts by the Federal Government to stop the exportation of stolen crude oil from Nigeria.

Speaking at an audience with the Chairperson of EITI, Ms. Claire Short, President Jonathan called on EITI to join the Federal Government in working to ensure that refineries that receive stolen crude oil from Nigeria are identified and punished.

"The efforts of EITI in criminalizing 'blood diamonds' from African mines have helped in curtailing that illegal business. I urge you to also support Nigeria as we confront the forces stealing Nigerian crude oil.

"The theft of crude oil from Nigeria involves the collusion of foreigners and the stolen crude is refined abroad. EITI can use its mechanisms to help us track down the thieves and those who receive the stolen crude oil," the President told Ms. Short.

President Jonathan who observed that Africa was losing a lot through leakages in the mining and extractive industry, also urged Ms. Short and her colleagues at EITI   to help in ending the exploitation of Africans and African nations by multinational companies engaged in the extraction of the continent's immense natural resources.

The President announced that in keeping with the Federal Government's commitment to giving the Nigerian Extractive Industries Transparency Initiative (NEITI) all necessary support and freedom to discharge its duties, he will inaugurate an expanded inter-ministerial committee next week to ensure greater synergy in NEITI's investigations and facilitate the implementation of its recommendations for greater probity in Nigeria's oil industry.

Commending EITI's efforts to discourage exploitation and corruption in extractive industries across the world, President Jonathan assured Ms. Short and her team that Nigeria will continue to strive for even greater openness and transparency in its oil and mining sectors.

Ms. Short briefed President Jonathan on EITI's ongoing efforts to ensure that oil and other mineral resources of countries are well managed and utilized for the benefit of their citizens.

EID-EL-KABIR MESSAGE TO NIGERIANS FROM GOODLUCK EBELE JONATHAN, GCFR, PRESIDENT, COMMANDER-IN-CHIEF OF THE ARMED FORCES OF THE FEDERAL REPUBLIC OF NIGERIA

Dear Compatriots,

I extend warm greetings and felicitations to you all as we  celebrate this year's Eid-el-Kabir festival.

I also congratulate all Nigerians who have been able to undertake the Hajj this year in fulfillment of their religious obligations.

As they undergo the rites of the Hajj in the Holy Land, and celebrate the Feast of Sacrifice here at home, I urge our Islamic Faithful to offer special prayers for peace, harmony, unity, security and progress in our fatherland. 

I also implore them, as always, to find time in the midst of the Eid-el-Kabir celebrations to meditate on the immense benefits our nation can derive from a greater exhibition by its people of piety, honesty, selflessness, tolerance, peaceful co-existence with others, equity, fairness and justice for all, which are an integral part of the message of the Holy Prophet.

My administration will continue to promote and encourage the teaching of these commendable virtues of Islam and our other religious beliefs in the knowledge that a greater manifestation of such virtues and ideals by our people will stand our country in very good stead as we strive to overcome the challenges of development and build a great nation.

My administration also remains fully committed to the implementation of measures and policies that will further promote and enhance national peace, stability and progress.

It is in keeping with that avowed commitment and my firm belief in the right to freedom of expression and the right of all people in a democracy to make choices on how they wish to live and be governed that I recently announced plans for an orderly national conversation on our problems and challenges.Those who continue to say that the initiative is diversionary or aimed at promoting certain political ambitions are in error.

Our sincere objective is to create an acceptable and workable platform for a national dialogue or conference that will help us to resolve the issues that still cause tension and friction in the polity, reinforce the ties that bind the country's many ethnic nationalities and ensure that Nigeria's immense diversity continues to be a source of strength and greatness.

Our desire is for the greatest possible majority of Nigerians to key into the process and agree on the best way forward for our dear nation.

We have been greatly encouraged in this regard by the very positive reaction of various national interest groups to the initiative and I seize the opportunity of this occasion to urge all other Nigerians to give their fullest possible support to this renewed effort to harness the efficacy of dialogue and consensus-building for the future well-being and progress of our beloved nation.

I assure all Nigerians that going forward, my administration will continue to give very focused and purposeful leadership to the nation. We remain committed to achieving significant improvements in the living conditions of all Nigerians through the diligent implementation of our agenda for national transformation.

We will also remain very proactive in taking all actions deemed necessary for the restoration and sustenance of peace and security in all parts of our country.

I wish all Nigerians joyful Eid-El-Kabir celebrations.

I also wish our compatriots who are performing the Hajj a very safe journey back home.

PRESIDENT JONATHAN TO ATTEND EXTRAORDINARY SESSION OF AU LEADERS IN ADDIS ABABA

President Goodluck Jonathan will begin a two-day official visit to Addis Ababa tomorrow to participate in an Extraordinary Session of the African Union's Assembly of Heads of State and Government.

The Extraordinary Session has two main items on its agenda – consideration of a Progress Report on the Implementation of the Assembly's Decision of May 2013 on International Jurisdiction, Justice and the International Criminal Court and,  Election (by the Executive Council) and Appointment (by the Assembly) of a new Commissioner for Peace and Security. President Jonathan will be accompanied to Addis Ababa by Senator Emmanuel Paulker, the Minister of Justice and Attorney-General of the Federation, Mr. Mohammed Adoke and the Minister of State (Foreign Affairs), Dr. Nurudeen Mohammed.

He will return to Abuja at the conclusion of the summit on Saturday.
